Ukraine has a red camera car, and is unique in that respect. Sometimes the car's antenna is visible, sometimes not. Unfortunately signage isn't great, so pinpointing can be tricky.
Plates
Ukrainian plates typically have the light blue and yellow colours of the Ukrainian flag in a strip on the left-hand side instead of the customary EU blue strip. Sometimes there is a normal EU blue strip with a small Ukrainian flag in the top half.
